Bootstrap a project-local council of generated domain experts on Claude Code, Codex CLI, or OpenCode. Two meta-agents (prompt-engineer + project-manager) read your project goal and design a tailored 3–4 expert roster on the fly, written to the runtime's native discovery path. Triggers on: /expert-bootstrap, 组建专家组, set up the experts, build the expert council, convene the expert council, form the expert committee.
