A brigade for building skills: a multi-agent assembly line (spec -> tests -> author -> critic, with a convergence loop) that forces depth in from a competency source and gates slop with independent critics. Stations hand off through file artifacts; the expo routes each ticket (advance / refire-to-author / reroute-to-spec / reroute-to-steward / kill). Ships the steward (front-of-house context curation), the expo, reference workflows (single-ticket + rail queue-walk), and the variance-analysis worked example.
