Enabled per repo via enabledPlugins; per-repo committed .claude/self-learning.json tunes captureMode + additive guard/lexicon extensions; routes, dimensions, and telemetry stay repo data. Ships /self-learning:doctor, /self-learning:routes, /self-learning:shadow-rate.
