A disciplined control loop for multi-window Claude Code work: a controller window plans, dispatches scoped task packages across a tmux-resident fleet of focused windows, collects the evidence each returns, reviews it, and decides the next step — then repeats. Built for traceability and proof: every dispatch, delivery, and acceptance is recorded in explicit on-disk state roots, so a run is auditable end to end, and acceptance is evidence-based — a task closes only on reviewable evidence, never on assertion.
