Generate a handoff prompt to resume development work in a new session. Use when sessions exceed ~150k tokens, when resuming after a pause, when switching tools, or on context shifts. Accepts a detail level (brief, standard, detailed). Auto-detects mode: opinionated when `.planning/` exists in the project root, generic otherwise.
