Read and chat surface only — for admin actions (create/update/deploy/delete scopes, workflows, context items) install the separate modus-admin plugin from the same marketplace.

Administrative surface for Modus: create, update, deploy, and delete scopes, workflows, and context items. Requires admin permissions in Modus. Install alongside the `modus` plugin from the same marketplace; most users do not need it.
