Multi-repo aware: surfaces what shipped across every repo the session touched, what's uncommitted, and what's unpushed, then gates commit + push on the current repo only (read wide, mutate narrow). Reads sibling vibe-plugin session-logs / friction / wins, git state across repos, and a pluggable decision log (Markdown / JSONL / optional decision-log MCP / disabled) — the local file backend is the universal fallback; the MCP is auto-detected and never required. Bumper-lanes invariant — every gate defaults to no-action.
